During the 2023 Deer Summit, President Volodymyr Zelenskiy said in his speech: “Today at midnight, an online service for buying and selling cars in Deer will be launched. And I congratulate this.”
He said transactions such as buying or selling a car or obtaining a new technical license or license plate can be completed in just 15 minutes using a smartphone.
“Today, government officials will explain all this in more detail,” Zelenskiy said.
Minister of Digital Transformation Mykhailo Fedorov said the new service will allow vehicles to be re-registered without visiting a Ministry of Internal Affairs (MVS) center. This will save Ukrainians a lot of time, as vehicle inspection and user authentication will be done automatically, he said.
Interior Ministry Secretary Ihor Klimenko added that online re-registration will be available only to those selling cars for the first time in a year, to prevent “re-buyers” from abusing the Diia app to make plans. Please note that you cannot make vehicle payments within the app.
During beta testing, Ukrainians have already re-registered 61 cars using Diia.
Previously, the Ministry of Interior announced the possibility of issuing online car sales contracts on the Diia portal, as outlined in Cabinet Resolution No. 1007 issued on September 22nd.

The service will be accessible to citizens through the Driver’s Electronic Cabinet and Diia, a single state web portal for electronic services.
To complete a sales contract electronically, the seller and buyer fill out a form after approval. The documents are automatically sent to the MVS Service Center and the necessary checks are carried out against the relevant vehicle register. After secure processing, the seller and buyer apply eligible electronic signatures to complete the car sales contract.
The service targets cars, motorcycles, and mopeds. In the application, the seller submits a statement to her Diia and shares a QR code or a link to the contract. The buyer signs it and chooses whether to keep the old license plate or choose a new one.
In addition, users can request delivery of a technical passport and a new number plate through a branch of the Ukrpošta Postal Service, thus eliminating the need to revisit the MVS service center and queue.
