The USAID-funded Non-Revenue Water Management Project is being implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech) and is currently implementing Monitoring, Evaluation, and Learning (MEL) and Collaboration, Learning, and Learning Qualifications. The MEL and CLA Manager works under the guidance of the Chief of Party (COP) and oversees the development of the project’s learning agenda and MEL. The successful candidate will support the development of annual implementation plans and manage and implement the Activity Monitoring, Evaluation, and Learning Plan (AMELP). The MEL and CLA Manager will strategically lead learning and knowledge sharing activities and adaptive management efforts.

* Supervise M&E specialists and local companies conducting surveys and research.
* Provide formal training to partners and other stakeholders on the project’s state-of-the-art MEL systems, policies, procedures, templates, and forms.
* Conduct staff training on topics such as project AMELP metrics, targeting, and data collection methods.
* Assist COP with client (USAID), stakeholders, and key decision makers training and presentations on project activities and results.
* Data from field-based activities, grantees, subcontractors and secondary data is entered into established project databases in a timely, effective and efficient process and is accurate, accurate and reliable. I guarantee you there is.
* Conduct on-site monitoring of program activities and collect both qualitative and quantitative data.
* Conduct periodic spot checks to ensure data is accurately collected from program beneficiaries.
* Participate in client-driven data quality assessments (DQA) and report generation as required.
* Validate program results with supporting documentation, photos, and success stories (with direct quotes from program beneficiaries).
* Ensures timely and accurate entry of program data into the program’s Management Information System (MIS).
* Assist in the creation of reports, graphics, maps, and other visual tools/assistances that support program activities and results.
* Supporting the development of annual implementation plans.
* Assist in providing concise and summarized reports against metrics for semi-annual and annual progress reports.
* Develop specialized rapid assessments to review data and provide contextual information about performance.
* Present/facilitate results from evaluation and learning activities to the Service Delivery Improvement Committee.
* Liaise with client M&E team as directed by COP.
* Make sure to upload the dataset to the USAID Development Data Library.
* Lead the team in internal learning activities throughout the project lifecycle.
* Perform other tasks as assigned by the COP.
Qualifications:
* Bachelor’s degree or higher in statistics, evaluation, or other related field.
* At least 7 years of professional experience in MEL on projects of similar size and complexity is required.
* Proven track record of progressively responsible experience providing leadership to donor projects of similar complexity.
* MEL experience with USAID grants or contracts.
* Proven leadership, organizational, and writing skills.
*Professional Arabic fluency and English proficiency required.
