When Richard Nixon was elected president in 1968, environmental protection was a key element of his domestic policy. Despite a politically divided landscape, President Nixon garnered bipartisan support and became the founder of modern environmental policy. His environmental accomplishments included signing the National Environmental Policy Act, establishing the Environmental Protection Agency, signing the Clean Air Act of 1970, establishing the National Oceanic and Atmospheric Administration, signing the Endangered Species Act, signing the Marine Mammal Protection Act, and creating the Parks Heritage Program.
On August 28, 2013, the founder of the American Conservation Union (ACC), Conservative Environmentalistexplained to the audience at the Nixon Library how President Nixon's example can serve as a model for moving forward toward environmental protection in today's divided political climate.
“I believe Richard Nixon was the greatest environmental president in American history,” Bakker began his speech by saying, before laying out step-by-step environmental policy solutions, following Nixon's example of balancing government action with market-based solutions to achieve bipartisan agreement.
