Under the supervision of the Country Director, the Director of Program Education and Protection is responsible for the overall implementation of the EiE and CP programs, including cash assistance and TVET components, in Hama, Idleb, Aleppo, Rural Damascus, and Daraa governorates. The Director of Program Education and Protection will directly manage four Program Managers and four Technical Directors in the TGH Technical Department based in Damascus.
In direct collaboration with the Country Director, WASH and Shelter Program Officer, MEAL, Grants and Reporting, and Support Services Department, your primary responsibilities will include:
program management
- Lead education, job training, cash assistance, and CP programming, working closely with country directors, program teams, and in-country partners to ensure program quality through strategy development and participatory program design.
- In close collaboration with WASH and shelter program directors, emergency, recovery and Develop and coordinate rehabilitation program strategies.
- Work with country directors, program teams, and in-country partners to develop concept papers and grant proposals and mobilize funding.
- Supports program teams in operational implementation and monitoring progress on project indicators and outcomes, ensuring compliance with donor requirements and sector standards.
- Works with administrative, finance, and human resources leaders to manage program budgets and ensure expenditures are consistent with available resources, donor commitments, and joint funding requirements.
- Contribute to improving comprehensive program monitoring systems that ensure monitoring data feeds into business decisions and is used for program management.
- We will conduct field visits to Hama, Idlib, Aleppo, Damascus Rural, and Dara governorates (when it is safe to do so) to monitor the program and build capacity of field teams and partners.
- Prepares or assists program staff in producing periodic program reports for donors and partners, as appropriate. Ensure timely information exchange for emergency response. Responds to internal and external requests for reports and information regarding the program.
- Exchange information and technical support with Referent of the Educational Protection and Technology Authority and sector partners (clusters) in Syria, ensuring compliance with sector standards and best practices. Direct collaboration with HQ Advisor ensures methodology review of technical design and soft activity components.
- Ensure regular program coordination with donors, including providing regular project updates, preparing change requests, and preparing donor monitoring visits.
- Ensure program coordination and complementarity with SARC, OCHA, UNHCR, UNICEF, FAO, WFP, government ministries, INGOs and NNGOs.
- Contribute to the identification and development of partnerships that add value to the Syria program and support program teams in effective partnership management.
- Contribute to relevant conservation, gender, and environmental issues that are mainstreamed in programs in Syria.
- Assess program quality, including documenting best practices and lessons learned from the Syria program and ensuring they are considered in program design.
Data collection and monitoring tools
- Pursue and continue the review and development of technical documentation, guidelines, and procedures.
- Review of monitoring tool package and RACI structure (Responsibility Allocation Matrix).
- Contribute to the elaboration of monitoring tools in collaboration with MEAL and, as appropriate, to capacity building of all education and protection TGH or non-TGH staff and SARC staff involved in data collection.
- Advise teams on on-site quality control of observation-based data collection methods, potential improvements, and share lessons learned and best practices.

- Provides direct support to program teams through training sessions and evaluations.
Expression
- Upon request, support the Country Director on behalf of TGH Syria.
- Represent TGH with relevant sector program managers and/or country directors at UN cluster meetings, government coordination meetings and other programming forums in Syria.
- Together with the Country Director, maintain fluid relationships with donor agencies and support follow-up of funding opportunities for the TGH Syria program.

General support for the mission

Safety, working and living conditions
The current volatile and unpredictable situation in Syria requires strict security rules regarding movement and information transfer, and communication with the Secretary of State and headquarters.
Working and living conditions in Damascus are good. Communication options are good (efficient internet, international calls).
The office is separate from the guest house. We have separate rooms for each expatriate.
When in the field, international staff movements are severely restricted and tracked. The program’s education and conservation officer will conduct a short site visit.
profile
- University level degree, preferably a master’s degree in project management
- Must have at least 3 years of humanitarian experience in the field and at least 1 year in a coordinating role
- Experience in at least one of the following areas: Education/Safeguarding.
- Experience managing emergency and early recovery operations in difficult security environments and understanding of the humanitarian environment (norms, stakeholders, mechanisms).
- Experience in grant management and knowledge of major aid agency procedures (e.g. ECHO, SDC, European Union, United Nations agencies).
- Practices in analyzing and using M&E data for program decision making.
- Strong interpersonal skills and a proven ability to work effectively within a team and lead a team of multidisciplinary professionals.
- Ability to represent TGH in high-level coordination meetings with various stakeholders.
