Rowe has lived in Howell for 14 years after living in New York for 30 years.
Other candidates in the race include current school board president Albert Miller and school board member Ira Soh.
Martine Degliomini is also a candidate, seeking her first term on the board. and write-in candidates Eleonora Caro and Dennis Hirshhorn.
Lowe points to her career at the highest levels of education and her “track record of improving student outcomes.”
She said the pandemic’s impact on learning is an area the board is actively working on, and is also collaborating on programs to improve the mental health of students, faculty and staff.

My last full-time position was as Superintendent of Schools in New Jersey. I left his position in June 2013 and took over as Managing Director of my own consulting business, All Children Can Learn LLC, in January 2014.
My company provides executive coaching services in academic leadership and training to building and district administrators. I have successfully worked with school leaders on multi-year contracts in Indiana, Georgia, Philadelphia, New York City schools, and several states in upstate New York. My last position was as a New York State Superintendent assigned to the East Ramapo School District. I worked on the school board with the superintendent for four years.
I have a proven track record of improving student outcomes in all my roles as a teacher, New York City School Improvement Associate, assistant principal, principal, assistant superintendent, and superintendent.
I have worked in the field of education for 44 years. In addition to my duties as a board member, I have held appointed positions such as citizen member of New York’s Southside Hospital. I also served on former New York State Representative Downing’s Citizen Committee for Candidates for the West Point Military Academy.
I have served in civic organizations all my life in New York and New Jersey. I provide the majority of my civic and community service through Lambda Omega Omega, a local chapter of Alpha Kappa Alpha Sorority, Inc., a national organization that provides programs and awareness to all communities and families.
Our chapter has provided community services and programs to support families in Monmouth and Ocean counties. Additionally, I am an Associate Jeweler for Jack and Jill of America, Inc. in Suffolk County. Jack and Jill of America is a family organization that provides programs to families in every region of the United States.

Candidates were asked about important issues in the district and how the school board can address them.
As a board member, I do not have the power or authority to address the issue. Our power is given collectively by all nine board members voting on actions that support our district. The decisions of these committees are enacted by the superintendent, who runs the school district.
I think the biggest issue facing school districts is the loss of learning due to school closures. Nationally, all K-12 students have been recorded to have suffered losses.
At Howell, it is important to provide programs and interventions to help you cope with loss. Social and emotional learning is paramount for all students, staff, and parents.
This is a major focus of our school district, and Howell Township has led the way in our county and state in providing and maintaining programs that support the mental health of our entire school community.
The final issue I see as a priority facing the district’s schools is general school funding and what happens after federal COVID-19 funding expires in 2024; This is the current status of school funding bill S-2. We have been fiscally responsible and have leveraged effectiveness and grants to keep property taxes low and maintain excellent programs and staff.
At Howell, we are in the final year of a five-year strategic action plan that guides our efforts as a board. We will now begin planning for the formulation of a new five-year plan. This year we will evaluate previous plans and goals, and next year we will mobilize the entire community to begin planning.
I am running again and, if successful, will take part in the second five-year action plan and bring my knowledge and experience to the process.
The main reason I chose to run for another term is the federal preschool grant that our district receives. This was a competitive grant and we were one of the few districts in the state to receive funding. In five years, this will provide all She-3-year-olds and Her-4-year-olds in the district with free full-day preschool. Research has shown the benefits of preschool education. Our district had a great preschool program even before the grant money was available. This will also help address COVID-19 learning disparities and create equity within the district by ensuring all 3- and 4-year-olds have access to high-quality preschool. Masu.
As a result, we voted to build five elementary schools for grades K through 5, convert two elementary schools into early childhood centers, and retain both middle schools. Policy 5756:
Candidates were asked if they would like to comment on state policy 5756, which provides guidance regarding transgender students, including communication with parents. Some districts in the state have abolished or modified this policy.
